Rothkopf makes multiple faux arguments that somehow "Church and State" is something Constitutional. It's not mentioned in the Constitution. At all.
This what Libs do all the time desperately trying to link the Establishment Clause to being a "Constitutional Separation of Church and State". Liberals make this failed analogy all the time, it's their faux-Textualism on full REEEEEEEEEEEE Display.
Separation of Church and State is mentioned in a 1802 letter by Thomas Jefferson to the Danbury Baptist Association.
