Senate Democratic leader Chuck Schumer is urging President Donald Trump to accept the emerging border security deal and "not, not, not cause another shutdown."

A triple "not"? Doesn't that mean Trump should NOT sign the budget with a hideously weakened border deal?

One "not" would mean "not". "Not not" means not to not. "Not not not" means to not not to not. So Trump should NOT sign the deal. Do I have this right?
