New York Governor Andrew Cuomo (D) made news this week when he confirmed that the Empire State plans to send an income tax bill to out-of-state health care workers who came to New York City to help treat coronavirus patients. Governor Cuomo’s remarks, in which he referred to the prospect of not taxing out-of-state volunteer health workers as a “subsidy,” indicate that he would reconsider this approach only if the federal government sends more money to New York.-
